This picture from 1922 was taken at the Tidal Basin Bathing Beach. Bill Norton, the bathing beach 'cop', was responsible for enforcing the rule that your bathing suit could not be more than six inches above your knee. It was dismantled not long after in 1925. The map in the tray is of downtown DC and the yardstick on the edge is for measurig anything you like as long as it's not more than six inches. The vintage yardstick varies with each one.
